Sleepy, leafy Hillsborough is one of the Bay Area's most affluent communities.Hillsborough may not have a library or a downtown, but it does have historic mansions, including the 65,000 square foot Carolands Chateau, which was recently refurbished. Hillsborough's politicians are quiet, yet effective. Councilmen John Fannon and Paul Regan were re-elected Nov. 7, due in part to their sound management of the town's finances. Fannon and Regan ran on the same ticket, while their opponent never made a public appearance. City officials also pride themselves on their award-winning Residential Design Guidelines, adopted in 2004. | |
