Foster City, home to neighborhoods surrounded by parks and lagoons as well as thriving corporate centers, prides itself on sound fiscal management that has allowed it to prosper. The city was founded by T. Jack Foster, who transformed Brewer Island, originally San Francisco Bay salt marsh tidal land, into one of the country's most successful planned developments. Foster City was incorporated in 1971 and has grown systematically in accordance with a master plan. The city will soon decide what to do with its last piece of undeveloped land: 15 acres adjacent to the City Hall complex. Foster City also recently installed citywide outdoor WiFi service. Foster City is home to Mariner's Point Golf Center with a par-3 course, and the Hillbarn Theatre, the sixth-oldest amateur theater company in the nation. Its centerpiece is Central Lake, adjacent to 21-acre Leo J. Ryan Park.
