Separated from the majority of San Mateo County by Highway 101 and vast ethnic and economic differences, East Palo Alto has struggled for self-sufficiency since its incorporation in 1983.
Latino and Pacific Islander populations have since flocked to the city's rent-controlled housing as well. In the past two decades, the city has battled its notorious reputation as a place of violent crime. Police Officer Richard May was fatally shot while chasing a suspect in January 2006, prompting community outcry and hopes for increased public cooperation and support for the department. To afford its police force, repair streets and maintain its parks, the city has focused on developing its economic base. A major regional shopping center called the Ravenswood Retail Center has developed on the site of the closed Ravenswood High School. The center, just east of the highway, features IKEA and Home Depot. Also, a luxurious hotel-office complex called University Circle, west of the highway, has replaced the gritty Whiskey Gulch center and boasts the Four Seasons. Meanwhile, a large number of nonprofit organizations have sprung up throughout the area to work with young people and prevent drug abuse and violence in East Palo Alto. | |
