LIKE many San Joaquin Valley communities, Manteca was established as a stop along the original Western Pacific Railroad line. Incorporated in 1918 as a center of commerce for the surrounding farms and dairies, Manteca prospered as an agricultural processing center. Adjacent to the two major Central Valley highways, Interstate 5 and Highway 99, and situated between Modesto and Stockton, Manteca is strategically located for commerce. Starting in the late 1970s, however, it was the affordability of Manteca's homes that contributed to the huge jump in its population. In 1974, Manteca's population was 17,050. Today it boasts more than 40,000 residents.
City officials have been challenged to ensure that the growth is balanced, with enough services to sustain the boom in housing. Key to their strategy has been the Public Fa cilities Implementation Plan, a $117 million capital improvement program that will provide sewer, water, storm drainage and transportation services during the next 30 years.
