IN the hills north of Albany is El Cerrito, a commuter city of 23,278. The pretty, quiet city of homes offers superb Bay views in its 3.9 square miles. In the 1930s, dog racing was popular in El Cerrito, and the city was home to some prominent gambling sites before World War II. Before that, dairy farming was the main industry. The city incorporated in 1917.
